

Knock, knock, knock. That’s a sound you should be hearing sometime soon from your friendly neighborhood block captain. Between May 3 and August 15, it’s his or her job to contact you about your ENA annual membership. If you’re not home, a form will be left for you to sign up. Before you toss it, please consider that if you sign up this year, you can choose to be included in the 2003-2004 ENA Directory.
The $10 dues cover the period from July 1, 2003 to June 30, 2004. These dues support: our newsletter, the “Echo”; our “elvehjemneighborhood.org” web site; events like the Sweetheart Dance, Holiday Sing-Along and Holiday lights contest, egg hunt, Fourth of July picnic; and neighborhood improvements, like part of the new Acewood Park fence. Please help us — the ENA board and you, the LVM residents — to continue to be active in and for our LVM neighborhood. Thanks in advance for your support.
The Fourth of July picnic is coming up fast. We’re planning on having many of the same great things — Bar-B-Q catered from Smoky Jon’s, games, prizes, inflatable obstacle course and more. Start your holiday weekend right by planning on joining us for the bike parade, games and a delicious lunch (cooked by someone else so you don’t have to!) on Friday, July 4. An ENA board member – Tom U., AKA Santa – is stepping off the board due to health reasons. We thank him for all his help over the past 2 years and wish him luck! He will remain active in many of the ENA events so you’ll probably see him handing out chips or running a game on July 4. Thanks again Tom!
There have been some thefts recently on South Thompson Road. Police are aware and are increasing patrols in that area. Our beat officer, Tracy Jokala, passed along these helpful tips to deter thieves.
Join us for “Live Within Elvehjem” on Saturday, June 7, celebrating the new fence at Acewood Park. Bring lawn chairs or blankets and a picnic lunch and enjoy the “unplugged” (not loud) sound of “Dark of the Moon Contra-Band”. The music is folk and traditional, with jigs and reels and fun for all ages and backgrounds. Remember—there are NO bathroom facilities at Acewood Park!
Save your stuff now and sell it in August! ENA will be having the LVM neighborhood-wide garage sale on Friday and Saturday, August 15 & 16. These dates will avoid a conflict with other, nearby neighborhood association garage sales.

School is out soon! The Safe Community Coalition of Madison & Dane County, with ENA, conducted a “Slow Down Campaign” the week of April 28 – May 2. As part of this campaign, over 2,000 yard signs popped up in yards across Dane County reminding motorists to “slow down, watch for kids.”
We all need to slow down when children are present—the faster vehicles travel, the more likely crashes are to occur and more severe injuries will be. Children are especially vulnerable due to their smaller stature.
If a child pedestrian is hit by a car traveling 20 mph, 5% are killed, most injuries are slight, and 30% suffer no injuries at all. At 30 mph, 45% are KILLED and many are injured. At 40 mph, 85% are KILLED.
According to the National SAFE KIDS Campaign, pedestrian injuries are the second leading cause of unintentional injury-related death among children ages 5 to 14. Each year in the United States, nearly 900 children ages 14 and under die from pedestrian injuries and another 24,000 are injured in traffic-related crashes.
When child pedestrians are hit by cars, it's usually as they dart out between cars in mid-block. Please drive slowly and be on the lookout for kids! When children aren’t cautious, drivers must be!
Thanks to the Safe Community Coalition and a grant from AAA Wisconsin, yard signs are available to neighborhoods concerned about speeding in their area. ENA targeted two neighborhood streets this year. We hope you all slowed down (and will continue to slow down) as you passed them near the 1100 block of Woodvale Drive (April 28-30) and near Acewood Park (May 1 and 2).

On Saturday, March 29, a number of people drove by Acewood Park and saw a few non-city workers removing the park's chain link fence. Those workers were Dennis S., Thomas S., Jim P. and me. Dennis brought over a hydraulic lift contraption which amazingly pulled out the fence posts and concrete bases (which were 3-4 feet deep). The city told ENA to remove the old fence and the city will install the new fence. Due to Dennis's expertise and access to uncommon equipment, ENA was able to remove the old fence at little cost. Many thanks to Dennis for helping ENA with difficult mechanical tasks!!
If the fence is installed by April 19, families will be able to see it at the ENA Egg Hunt. The Egg Hunt will be at Acewood Park (NOT Elvehjem Park) this year at 10:00 AM. Children will be divided into groups of egg hunters depending on age. The older the child, the more difficult the eggs will be to find. The best egg hunters win prizes! A number of families have attended this event despite cold and blustery winds. It is ENA's way to bring on the warm weather ahead.
The ENA membership drive is about to launch. Directories are compiled every other year. This is the year to make sure your membership information is right because that information that will appear in next year's directory. Kathy W. and Mary Ann P. have found a number of block captains to replace the block captains that moved away. But, have you noticed the large number of Elvehjem houses sold and for sale over the past year? The result is more block captain openings. Please consider helping ENA by being a block captain. If you know your block needs a captain, please contact Kathy.
Funding has been approved by the City Pedestrian-Bicycle-Motor Vehicle Commission for the traffic-calming locations that ENA has advocated near Elvehjem Elementary School. This does NOT mean that traffic calming measures are going to be constructed. This means that the city is going to pursue the possibility of traffic calming measures. Traffic Engineering is going to meet and work with residents on the streets that will be most affected by the potential traffic calming. This means that the process for traffic calming around Elvehjem School has stepped forward-but there is a ways to go.
By the time you receive this newsletter, the last "traffic study" meeting between the Wisconsin Department of Transportation (DOT) consultants and residents near Stoughton Road will have taken place. If DOT decides to pursue Stoughton Road enhancements, the next meetings will include diagrams and explanations of the possible enhancements will be. ENA will publicize these meetings when we are notified of them.

Kathy W. and Mary Ann P., Co-Chairs of our Association's Membership Committee, are looking for Block Captains to help in the Membership Drive, which will be held after May 3rd to August 15th 2003. Volunteers will go door-to-door and get memberships for the year. Anyone who becomes a member during our 2003 drive will be listed in the 2004 directory.
We also need 4 Membership Committee Chairs. Committee Chair Persons get the membership packets ready for their district, make sure the packets get to the block captains in that area and collect the packets after the drive is completed.
Also, the position of Membership Committee Chair is open. Kathy cannot continue though she is willing to work with anyone who would be interested in filling this role. Call Kathy to find out the details.

Starting with a full Sweetheart Dance and ending with an eventful Annual Meeting, the ENA Board of Directors ended its "fiscal" year in style. Children and parents filled the Elvehjem Elementary School Gym on Friday, February 28. They learned dance steps for a variety of music, won a wide assortment of prizes and were entertained by a showman DJ. This year had the best turn out of any Sweetheart Dance ENA's sponsored since I've lived in the neighborhood.
The next morning, the 2002-2003 Board of Directors ended its term with a quick-paced Annual Meeting. I started the meeting by giving a run-down of the events and accomplishments of the past year. These included: a well attended July 4th Fun Day with a variety of new games and activities, an official traffic calming position for around Elvehjem Elementary School, the final stages of a third neighborhood sign, a replacement fence for Acewood park and more. After approving the by-laws change, four new ENA board members were elected: Susan S., Rudy L., Jeanne R., and Brant S. The new board then went into a private caucus while Madison City traffic engineering gave a presentation on the extension of the Isthmus Bike Path.
Due to the difficulty of fitting experienced board members with officer positions (President, Vice President, Secretary and Treasurer), Rudy L. agreed to wait another year before joining the board. He stated that another year's wait would also fit better with his family activities. We will look forward to his participation starting next year. The board will continue without Karen V., Sue D. and Dan M. as board members. All three will still be big participators in ENA activities. We thank them for their devotion as board members these past three years. They have been a joy to work with.
I will remain President, Cynthia, Vice-President, and Jim, Treasurer; we will decide at the next meeting on Secretary. Welcome Susan, Jeanne and Brant! We're going to have fun!
While the new board was figuring out who would be officers, former board member Jody M. started the forum between mayoral candidates' Dave Cieslewicz and Paul Soglin. The forum was cordial, informative and neighbors were thrilled to get first hand exposure to the candidates. After the forum, there were presentation from an Independent Living representative Marilyn L. and Madison Police Lt. Tom Snyder (see minutes for detail).
The Board and I thank everybody who attended this meeting. Your attendance was appreciated by all the visitors and makes ENA activities truly rewarding!!

Sweetheart Dance ... First, over $700.00 in prizes await you at the dance. For the $1 admission, we can guarantee a fantastic evening of fun and more than a few prizes, thanks to Mr. and Mrs. Hess! They really work hard to make this event extra special and fun. Annual Meeting ... The following morning, Saturday, March 1 at 10 AM, ENA is throwing the event that allows neighbors to meet the ENA board and city officials. The ENA Annual Meeting has always been an excellent informational gathering place. Alderperson Compton and County Supervisor Carole McGuire faithfully attend to discuss current issues with you. We will invite the two remaining Madison mayoral candidates (the primaries will be over). In years past, the final mayoral contenders have made a point to attend this meeting. A representative from Independent Living will be there to promote programs for seniors. A representative from MG&E will have a booth so that you may learn energy tips. An official from City Traffic Engineering will present a plan to lengthen the Isthmus Bike Path from Dempsey Road to Buckeye Road (through our neighborhood).
More importantly, we want ENA members at the meeting to vote on the By-laws revision and to (maybe) become new ENA board members! The terms of five board members are coming to an end. Come join the board to keep these great ENA events alive. I can personally say that being on the ENA Board has been one of the most satisfying experiences in my life. If the timing is wrong for you to be on the board, please still come to the meeting and take advantage of the informational activities. Nobody will put pressure on anybody to join the board.
Alderperson Judy Compton and our ENA Board representative to the Highway 51 planning, Andy K., are planning a mid-March meeting for neighborhood residents to discuss the Department of Transportation’s plans for changes to Stoughton Road, primarily its intersection with Buckeye Road.
Recently, some neighbors lost their homes due to a fire at their apartments. We know the Red Cross steps forward to help families get on their feet again after the shock and grief of a devastating fire. To thank them for always being there for our neighborhood in times of crisis, the board voted to send a $100 gift on behalf of the Elvehjem Neighborhood.

Two members are certainly leaving the Board. This leaves the Board with a possibility of losing 5 members whose terms are expiring. That would leave the Board with only 6 acting members. PLEASE consider joining the Board. The time commitment is approximately 2.5 hours per month, plus a little extra time for special occasions sponsored by the Association. If you’ve attended these occasions or have any interest in shaping future actions of the Association, PLEASE come to the annual meeting on March 1st at 10:00 AM, and let us nominate you for this fulfilling future service!
Changes are proposed to the Association’s By-Laws. The suggested changes are to: (1) make the by-laws gender-neutral; (2) allow for the continued contribution of personal efforts to ENA of members who have contributed to ENA and its Board during years they lived in the LVM neighborhood. See below for a draft of the major proposed changes (highlighted) to the By-Laws.
ARTICLE I -- MEMBERSHIP
Section 1. Persons who are at least 18 years of age are eligible to become members in the association upon payment of membership dues, if they are:
ARTICLE III -- DIRECTORS
Section 1. NUMBER, QUALIFICATION and TENURE: The Board of Directors shall be composed of no less than 7 and no more than 11 persons, no more than two of whom may be non-resident members of the Association. The term of the directors shall be for three years, continuing the staggered terms which already exist to ensure continuity of the Board.
A conservation corridor in eastern Dane County is coming into being, with the ultimate goal of becoming a nature and recreation preserve similar to the Nine Springs E-Way on Madison's South side.
I was pleased to be the top sponsor, in cooperation with Supervisor Darold Lowe, for the County Board authorizing an option to purchase 32 acres in the Town of Blooming Grove, (in our Supervisory District).
This is a key step to creating the corridor that would serve as a buffer for our neighborhoods, provide exciting new recreational opportunities, and could help reduce traffic on our local, non-connector, streets.
Over 700 acres of wetlands, farm fields and drumlins are slated for preservation in the Blooming Grove Drumlin Resource Area. This effort is a partnership with Dane County, Blooming Grove and City of Madison to link Madison and County park and recreation resources.
As a member and secretary of the Dane County Transportation Committee, I am pleased to announce that I have been elected vice-chair of the Ped/Bike Subcommittee of the Transportation Committee. The goal of this County subcommittee is to promote pedestrian, bike and vehicular safety as well as to advocate for appropriate bike and pedestrian pathways.
I attended the Wisconsin Department of Transportation (WIDOT) Highway 51/Stoughton Road needs assessment committee meeting in January. WIDOT and KLM Engineering, WIDOT's subcontractor for the needs assessment, emphasized that their current goal is only to do an engineering needs assessment of the problems and issues identified relating to Stoughton Road. That will be the topic of a report due in March, 2003. Neighborhood meetings are planned to present a needs assessment outcomes. Those are essentially up to alderpersons.

Mark your calendars! On 2 consecutive days the current ENA board ends its year with a bang! On Friday, February 28, ENA is throwing the Sweetheart Dance in the Elvehjem Elementary School gym. ENA members Gary and Marilyn H. have done all of the extensive detail work! They've gathered over $700.00 in prizes! All ages enjoy this event—don’t miss it!
The next morning, Saturday, March 1, the ENA board ends its term and a new board gets voted in at the ENA Annual Meeting (we’re looking for people to step forward to join the board). The board hopes a 10:00 a.m. to 12 p.m. time slot on a Saturday accommodates as many ENA members as possible. We’re inviting our police captain (Jilene Klubertanz), the remaining mayoral candidates (the primary will be past), and more to meet with our neighbors. This will be an opportunity to share concerns about the community.
It will also be an opportunity to participate in the community by joining the ENA board! Every board member will tell you the time commitment is small and the satisfaction is great. ENA board membership is an opportunity to make a difference in your community.
One way the ENA board is starting to make a difference in the community is by taking official positions on traffic issues in the Elvehjem Neighborhood. ENA’s letter to the City of Madison Traffic Engineering started the ball rolling toward increased Elvehjem Neighborhood pedestrian safety. Our letter focused on 2 intersections—Painted Post & Ellen and Academy & Woodvale. After presenting this letter to the City Pedestrian, Bicycle and Motor Vehicle Commission, Alderperson Judy Compton arranged a January 9 meeting for Elvehjem neighbors (see photos) with Traffic Engineering at Elvehjem Elementary School. I apologize to any neighbor who would have attended the meeting but did not know about it due to its rapid timing. Judy was able to send meeting notice cards to a number of you. Unfortunately, she could not arrange to get notice cards to all Elvehjem neighbors. I sent a blind copy e-mail to ENA members who provided ENA with a current e-mail address. (If you wish to be added to our mailing list, please send your e-mail address to president@elvehjemneighborhood.org. We only send out e-mails for important events.)
About 50 Elvehjem neighbors made sure Traffic Engineering head David Dryer heard their concerns; Mr. Dryer described various traffic calming strategies and issues. For those people not able to attend, rest assured that Elvehjem traffic issues were brought to the attention of our city government.
Also discussed at this meeting was how we can help with speeding issues. If you witness a traffic violation and get the license plate number of the offending vehicle, you may anonymously report it by telephone via the “Speeders Hotline” at 266-4624. We may also report a traffic violation using the Internet at http://www.ci.madison.wi.us/police/TESTresform.html. The police will respond to these reports, sending an official letter to “to the registered owner of the vehicle identified by the citizen.”
If we see repeated dangerous traffic situations in the same area or on the same street, it is up to us to contact our Alderperson (see page 4) or City Traffic Engineering. Remember, “the squeaky wheel gets the grease.”

Suggestions for new categories are welcome. This year’s decorations will be hard to beat, but we hope LVM neighbors are again up for the challenge next year!
Non-Board member neighbors attended the November ENA Board meeting, discussing several issues. The Board addressed those issues to our Alderperson, Judy Compton. Following is a summary of Ms. Compton’s responses. Judy wrote: “The budget issues are real, but, in my opinion, this is not the reason for the lack of service that the East Side experiences. The biggest issue is the ineffective use of our tax dollars.”
The city did not publish a schedule this year and the website wasn't helpful so leaves sat on the curbs for weeks. And when the crews did come around, they drive up on the lawn with the "leaf jeep" and put ruts in people's lawns.

The leaf pick-up situation is truly a disaster. When I am notified that leaf pick up will occur, I let your web master know so watch for that to come on the LVM web site, and I know that the dates are to be noticed in the paper. This year the notice was really late coming, and didn't allow for adequate preparation time. I don't believe that anyone has been happy with the way leaf pick-up has been handled ( or not handled ) in the past couple of years. Staff, as usual, indicates that money is the issue. As to lawn destruction--please call me if this should occur. There is no excuse for this.
4 workers were observed but only one was really working. The others were talking. This seems like a real waste of taxpayers money.

When I was first elected as Alder, I sponsored legislation to have an independent assessment performed to determine the productivity and effectiveness of all city departments. This was bandied about for 3 years. With lack of Mayoral support, and non-understanding from other alders, it was defeated. Perhaps the time to bring it back is here. Tree trimming was one of the non-official studies I conducted and found as you indicate here, a total waste of tax dollars.
In cul-de-sacs, plowing doesn't occur for 3-5 days after the snowfall. Then the snow gets plowed up onto someone's front yard along with the salt and sand that was on the road. It was explained that at some point in time, there might have been an independent contractor doing some of the city's plowing and this company would gather the snow in the middle of the cul-de-sac, then load it onto a dump truck and haul it away. This was a much preferred method of snow plowing and removal. Cul-de-sac just don't get serviced like the other roads.

I was contacted by one of the residents of the Elvehjem Neighborhood on this very subject recently. When approached for an answer, Roger Goodwin indicated that this was indeed a service independently contracted for. He assured us that the contractor would be instructed in proper procedure for this task. Hopefully we will get to see if that does any good this year. (Just a little snow?)
The 48 hours law exists but the city or police must be called repeatedly to give out warnings or tickets or even enforce this law. Or as these neighbors have done in the past - called you.

Calling me is the way to go here. As those of you know who have done so in the past, we usually get a good response time, and tickets are issued. This helps for a while and then the cars, boats, and recreational vehicles are back on the street. Do not stop calling me, this is the way we are going to take care of this problem. Sometimes the people doing it are smart enough to move the vehicle around, thereby avoiding the ticket. Perhaps if you are one of these people, and are reading this, you will realize that this type behavior infringes on the whole neighborhood, and will find another way to park your vehicle. We must be the eyes and ears for the police on some matters, this is one of them. And, though I am in the neighborhood almost daily, I need to be called and alerted to any problem.
Is it best to try and call the city directly? Who would that be? Or should all concerns go through the alder? Or a combination?

It is not improper to contact the city. However, I have given out my phone numbers, and email addresses, and expect you to call me. As to whom to call at the city, each problem requires a different department contact. Those of you who have done so in the past know that using me as a conduit to the city staff is a good way to get faster response to your problems.
Judy wrote: I usually can get back to you in a maximum of 24 hours, and seldom is it more than a couple of hours. You may call me at my home (221-2567) or office (223-6007) anytime. If there is not immediate action required, email me. This will give me a record of the times I have contacted staff on any one issue, and a record of their replies. This is preferable. I check email in the evenings and those of you who have contacted me this way know that you get replies in a timely manner.

I am unaware of any issue that is not followed through on. Of the problems listed above, the vehicle parking will be a perpetual problem as will be traffic issues. Hopefully the snow plowing situation will be taken care of, and the whole city is looking for an answer to the leaf pick-up situation. Your complaints are necessary to expedite the end to these problems. Though it doesn't seem like it should be necessary,( and on this I agree that it shouldn't be) , it is necessary to continue to voice disgust with the way that some of the services are carried out on the East side in order to make ourselves heard. When discussing a particular problem with a department head recently, (and we got a good response to it) , I asked why it had been let go on for so long. He indicated to me that no one seemed to be bothered about it before.!
This is a very good basis for telling you to CALL or EMAIL if you have issues. With your complaints to send forward, I can make sure that staff is aware that we are out here and expect to receive the services for which we pay out tax dollars. Again, email is the best way to pass on these complaints. I like living in a district in which people seem content. However, when we have issues, we need response. Never hesitate to call me. that's what I am here for.
Kennedy Little League is preparing for its upcoming season. The League welcomes any and all children between 6 and 16 to register and play this summer. Boys and Girls may register to play baseball or softball in any number of programs designed to best fit each player’s skill level.

Kennedy Little League is a non-profit, volunteer organization for all children residing in the LaFollette, Monona Grove, and McFarland high schools attendance areas. Independent Living, Inc., is seeking volunteers to participate in their new program to assist elderly or disabled people in the LVM neighborhood who require assistance in shoveling snow on their properties.
Independent Living is a nonprofit organization assisting persons to remain living independently. The commitment is only for this winter and will be expected only when the snow has accumulated to 2 or more inches deep. To volunteer, call Linda at 274-7900.
