The Holiday Lights contest is on and is competitive! Elvehjem Neighborhood has become a colorful community during the holidays! The judges (who love their job) will be awarding a custom made prize to the house with the best holiday decorations. The prize is crafted by neighborhood artist Marlyne L. Her holiday artwork has been our prize for the past two years and it is praised by all who have seen it.
Did you miss the Holiday Sing Along? Did you and your family miss an opportunity to visit Santa? No problem! ENA has special connections with the Santa coordinator to arrange special Santa visits – right at your house! Just phone Dennis or e-mail him at dennis@elvehjemneighborhood.org and he will get the Santa coordinator’s ear. No LVM child needs to go without a Santa visit.
Year three of the ENA Holiday Sing Along was a treat. Brynn S., Cletus H. and I sang ourselves hoarse with the piano accompaniment of Jan M. Santa took time from his busy holiday schedule to visit with the kids. For the first time, singers were able to use special ENA Holiday Song Books created by board member Dean K. The efforts of organizers, cookie makers and singers will make this event a holiday joy for years to come.
The ENA board decided to join with the City of Madison Parks Department to replace the deteriorated playground fence at Acewood Park. ENA will fund 50% of the cost and will remove the current fence. Madison Parks Department will fund the other 50% and will install the new fence. The entire ENA board agrees that this project is a good use of ENA member’s money.

It's that time of year again--the holidays! I wish each of you, your family and friends the very best during this season!
The 2003 Budget process went exceptionally well this year. Serious negotiations and cooperation between the County Executive and the County Board were the key to this process. We all know these are difficult times with difficult choices and the County Board rose to the occasion and hammered out a reasonable budget for the tight economic times. As a result, the budget is a document that the vast majority of Supervisors and the County Executive felt they could "live with".
The good news is that sales tax revenue continues to rise, which could help to increase reserves in the budget for future years or shortfalls in state funding.
Many of you will remember our hard work over 8 years to defeat a private landfill that was proposed at the site of the current Word Dairy Center. As your Alderperson then, I can testify that the consistent hard work of our neighbors was the key to the defeat of the private landfill. It was a long, time consuming and tedious process, but proof of what the best District in town can accomplish. Subsequently, the Rodefeld landfill near Yahara golf course was expanded to accommodate the County's needs. The expanded County Rodefeld Landfill has an estimated life of 13 years. This landfill has been a good revenue source for the County.
Given the length of time needed for siting a County landfill, it is time to start the siting process again.
Wisconsin DOT is expected to expand Highway 51 north from I90 and south to the South Beltline. This includes the Buckeye Road and Pflaum Road intersections; they have long been hazards for vehicular, bicycle and pedestrian traffic. (Some of you may recall working to upgrade these intersections to their current status about 1994).
A DOT committee has been appointed, including Alderpersons Compton, Olsen, Onken and Rosas, neighborhood associations such as Glendale and Elvehjem, and other residents. A report, initially scheduled for December 2002, has been moved back to March 2003. The next meeting of the committee is planned for January.
It is imperative effective methods for controlling the noise from Highway 51 be negotiated with the State and approved by our residents before construction begins. Some have suggested berms and trees (perhaps year-round evergreens, such as large arborvitae) to help alleviate the noise.

For the third straight year, ENA is bringing Santa, pianist Jan M and some festive song leaders together for a holiday sing along party. We contacted the North Pole Santa coordinator, and we arranged for Santa to individually visit children. While some children visit Santa, adults and the waiting children participate in the singing. Our pianist and song leaders bring out the smiles of holiday cheer!
Want to help make the party festive? Bring a batch of your favorite cookies! ENA will provide the punch. Though children are featured in this event, all ages are very welcome—the more variety the better! We know the neighborhood has a little bit of everything, from little tots to those who are enjoying their retirement. There’s something for everyone. Last year, after the children needed to get home, a number of adults gathered around the piano to sing their favorite holiday tunes.
We are very happy to provide Elvehjem Neighborhood Association neighbors with this event. It takes place on Tuesday, December 3 from 7 to 8 p.m. at Messiah Lutheran Church, 5202 Cottage Grove Road. See you LVM folks there!
Don’t forget that you could get an award for your Holiday house decorations! This year as in the previous two years, a special neighbor is creating a custom-made decorative prize as an award for the best LVM holiday house display. If you feel strongly that a house should be considered for the award, contact an ENA board member. This is a tribute to all houses that light up the LVM neighborhood during this season.
The ENA board has decided to take official positions in favor of some traffic calming measures in Elvehjem Neighborhood. We feel that Elvehjem Elementary School student safety is at risk. The board and a number of Elvehjem Neighborhood residents will be asking for signatures on a petition for support of these traffic calming measures. Please give us a signature of support.
Verizon Wireless is examining a new site location for a wireless telecommunication facility in our neighborhood. The facility location would be at Bachman Construction which is on the frontage road next to Highway 51 - right behind former Fish & Building Supply. Verizon Wireless would place a 70 foot tall flagpole on the Bachman property and inside the flagpole would be the telecommunication antennas. I called the Verizon Wireless representative and asked him about any health hazards. He said that the facility would give off waves (whatever kind of waves a telecommunication antenna gives off) that are 1000 times less in intensity than what the federal government designates as the maximum for health/safety purposes.
The board decided that (1) since this proposed location is an industrial area (Harlan Teklad and Central Storage & Warehouse are nearby), (2) the 70 foot tall antenna/flagpole will be flying the American flag and (3) there are no health hazards, the board has no objection to Verizon Wireless placing a new telecommunication facility there. If anybody in the neighborhood has any questions/objections, please contact me or Alderperson Judy Compton.
Two Madison city engineers met with me, past president Rodney T and Jody M to look at the preliminary diagrams for the extension of the Isthmus Bike Path beyond Dempsey Road - where the path currently ends. The proposed extension goes from Dempsey Road to Buckeye Road. It would continue to follow the train tracks though the path would not be placed exclusively on Wisconsin Southern Railroad property. In order for the proposed extension to become a reality, the city engineers feel they need community support. Rodney, Jody and I will keep ENA informed of the issues and the progress for this bike path extension. If you’d like to help brainstorm on the bike path issue, or see the tentative plans as drawn up by city engineer Tony Fernandez, drop an email to lvmbikelink@yahoo.com. While the path is a possibility, we need committed neighbors to show an interest in this project so it can become a reality.

You have neighbors who are petitioning for stop signs to help provide a safer environment for you and the children in the Elvehjem neighborhood. I will support your efforts strongly.
Buckeye Meadows, on the south side of Buckeye between Tarragon and the frontage road, will have gone to the Plan Commission by the time you get this newsletter. The long cul-de-sac will quite probably be the biggest obstacle the developer faces. On our far south, in the Marsh Road neighborhood, are 3 developments presenting for approval. Two neighborhoods are being developed by Midland Builders containing some homes with the new R2T (or R2S) zoning. This allows a more affordable home on a small lot. The other development is Habitat for Humanity's "American Dream" subdivision, being (developed with Federal and City funds to include (per present plan) 50 Habitat homes, 25 Fresh Start homes, and 20 lots that will be sold for profit.
A Senior living facility is applying for a change of zoning so they can build in the Richmond Hill subdivision on land that is currently zoned for Condominiums. Neighborhood meetings are going well. Horizon Development is building the project; units will have small to medium apartments and some nice amenities for seniors. Another multi-family development will be presenting on the SW corner of Cottage Grove Road and Sprecher.
The Stoughton Road Committee has met several times and is planning a neighborhood meeting soon. When I know about the date, I will send it to your Webmaster to put on your association’s web page.
I have once again petitioned to get lights or other safety measures on the Buckeye Rd and the Cottage Grove Rd bridges. The city is on board—we need to get the other legislative bodies to move ahead.

Mark you calendars early! The LVM Holiday Sing-A-Long will be on Tuesday, December 3. Our sing-a-long has turned into a fun filled gem-of-an-event. I am still in awe at how a pianist, a visit from Santa and a group of song-leading singers can throw this praised event.
LVM will again conduct the Holiday Lights Contest this year. As you start to design your spectacular display, keep in mind that you might get a prize for it!
The board agreed to purchase two special banners that will advertise the LVM neighborhood promoted garage sales every year. Our “next door” neighborhood association, Rolling Meadows, puts up colorful signs for their garage sales event. So, LVM decided to catch up by purchasing well designed banners that can be viewed by traffic on Cottage Grove and Buckeye.
A number of you have graciously submitted survey suggestions via mail or the Internet on how our LVM Association might spend its money. The purchase of the two banners is a result of a suggestion. I will be contacting other people this month about other suggestions. Let’s keep brainstorming ways that the Association can make LVM proud. The survey is still available at www.elvehjemneighborhood.org. Also, if you happen to think of something while you are out driving or working on your lawn, give a board member a call.

Wisconsin’s new telemarketing “No Call List” is proving very popular. In the first week of registration, The Department of Agriculture, Trade, and Consumer Protection (DATCP) received over 500,000 registrations from persons wanting to register for the No Call list. If you want to keep telemarketers from calling you after January 1, the process is simple: Either:
Both methods are available 24 hours a day. You will be asked for your telephone number and ZIP code.
The No Call list does not apply to marketers with whom you have established an ongoing business relationship or to polls, surveys, or political calls. Nor does it apply to solicitations from non-profit organizations. Business phones cannot be registered.
The no call list goes into effect January 1, 2003 for registrations received by DATCP before December 1. The list is updated quarterly. Registration lasts for two years and requires updating two months prior to expiration to assure uninterrupted registration on the list.

September 1 marked the beginning of the SeniorCare program to assist low-income seniors purchase prescription drugs.
Eligibility requirements are:
The 240% cutoffs are approximately $21,264 (single person) and $28,656 (a couple). Participants pay the first $500 of annual drug costs plus a co-pay of $5 for a generic drug and $15 for a name-brand drug. The $500 deductible is waived for very low-income seniors. Assistance is not available for drugs covered by other insurance.

The board received a few responses by mail and Internet to our survey in last month’s Echo soliciting ideas for small projects. We are already investigating one neighbor’s suggestion. We are anxious to hear from more of you. If you would still like to fill out a survey of suggestions for what ENA can do for the neighborhood, go to www.elvehjemneighborhood.org or use the paper copy we sent in the last Echo. If you do not have the August Echo, you may write suggestions on a sheet of paper and mail it to Elvehjem Neighborhood Association, PO Box 14625, Madison 53714-0625.
The ENA membership drive has gone well. A number of new members have paid the $10 and joined; the minutes report as many as 80. The ENA Board and I want to give special thanks for the special efforts of Kathy W. and Mary Ann P. in the membership drive that have made this possible!!
The membership committee still has block captain openings. Board members had to double as block captains for some streets this year due to the block captain shortage. It was my first time doing so and was more fun than I expected it would be. It’s a great way to meet the neighbors you never get around to meeting. If your block is missing a block captain, please consider this an opportunity to meet your neighbors.
The next ENA social events will occur during the upcoming Holiday season. See the calendar to the right. However, the board remains active in various other aspects of Elvehjem concerns.
The board decided to take an official stance in favor of putting some new stop signs in the neighborhood (see Board meeting minutes).

All activities like these – as well as the social activities – make serving on the ENA board very satisfying. If anybody is curious about what a board meeting is like, come to one! Garage Sale - Over 50 ENA households participated in the annual Garage Sale. Our neighborhood was crowded on August 9 + 10 with throngs of bargain seekers. Special thanks to Mary Jo B. for handling the logistics for this event. For all households that paid and participated: doesn’t that feel good? You cleared out all of that clutter! Thank you for joining in with the ENA Garage Sale! This year the Garage Sale form and the Garage Sale map were both downloadable from our website (www.elvehjemneighborhood.org). Thank you Michele, our webmaster, for providing us with that extra benefit.
Semi-Annual Meeting - On August 10, the ENA board turned its board meeting into a semi-annual meeting so neighbors could talk with city officials. Mayor Sue Bauman gave us a detailed description of the budget challenges our city government faces. She admits that balancing the city budget is daunting during these times, yet finding solutions is very satisfying for her.
Two police officers spoke with us about police activity in our area. A number of juveniles who were responsible for vandalism were apprehended. The officers reminded us that their time has to be prioritized. For example, please have patience if an officer is unable to arrive quickly to handle a street parking violation you have called in.
The lead Madison Area Weed Warrior, Tammie B., gave us a rundown as well as reading material about the invasive weeds in our area. The most significant weed threat, in her mind, is garlic-mustard. The Elvehjem Sanctuary (in Elvehjem Park) is seriously infested with garlic-mustard. I am going to make better preservation of the Elvehjem Sanctuary my post-presidential priority. The Sanctuary is too great a gem to ignore and let its beauty fade away.
E-Mail Communication - A number of ENA members who provided the membership committee with e-mail addresses received a couple e-mails from me this last month. The easy-to-understand task of sending a blind copy e-mail – an e-mail that disables the receiver from knowing or responding to all people who received the e-mail – seems like a great way to remind people of upcoming events. If you wish to be included in or removed from the blind copy e-mail list, please e-mail me at “president@elvehjemneighborhood.org”. I will only send messages that remind you of ENA events or inform you of neighborhood concerns. The e-mails will be infrequent.

How about that bike lane on Buckeye? I really am finding that people are slowing down a bit. I‘m sure all the residents of Buckeye would like to see it slow even more, but this is so much better!
The subdivision that has been proposed on the South side of Buckeye, east of Tarragon is currently on hold pending adjustments to the plan. It is slated to return to the Plan Commission in October for another attempt at approval.
Dean Clinic has broken ground at Buckeye and Hwy 51. The completion date is early 2004. This is an exciting addition to the neighborhood!
Thanks to the neighbors who are--As most of you know by now, we had a train "wreck" south of Buckeye, behind the detention pond on the rail that crosses Vondron. It is due to concern from a neighbor that we were even notified of the wreck. Walking the track to get to the wreck and seeing the condition of the rails really was scary.
I am, with the city engineer and the mayor's office, drafting a resolution that will ask the FED to authorize an inspection of the rail throughout Madison. I was concerned with the clean-up of the corn that spilled; but more than that, I am concerned with what hazardous conditions could have occurred.
Development on our Southern border (Marsh Road Neighborhood) continues. Along with the "Lost Creek" subdivision, we are going to see 3 more residential developments appear for approval at the Plan Commission in the near future.
The city budget process is again gearing up. Call or email with suggestions you may have as we try to cut spending, while still providing services.
David Simon has broken ground on "Grandview Commons" north of Cottage Grove Road, and east of the interstate bridge. Thanks to David for the "berm" instead of another concrete wall to buffer the "noise" from the interstate.

Garage Sale - If you’re planning a garage sale this summer, I encourage you to sign on with the Elvehjem Neighborhood Association Garage Sale Weekend on Friday, August 9 and Saturday, August 10. For $5 you get your garage sale placed on a map, a garage sale sign and you’ll contribute toward the neighborhood garage sale advertisement in the Madison Newspapers. Copies of the map are given to every registered neighborhood garage sale participant for the participants to hand out. That way, when customers visit one garage sale, they have a map so they’ll not miss the other garage sales.The Garage Sale’s been very successful in past years. The second weekend in August is the time to attract the college student garage sale hunters. Let’s make it a success this year! The form to sign-up is below. Please get your form to Mary Jo by August 4.
Semi-Annual Meeting - On August 10 (coincidentally the second day of the Garage Sale), ENA is holding a semi-annual meeting at the Elvehjem Park Shelter at 2:00 p.m. Actually, this is going to be a regular ENA board meeting where we invite guests to speak. Mayor Bauman is scheduled to speak shortly after the meeting is called to order. East District Police Captain Jilene Klubertanz is also invited to speak. Our area’s elected officials (Judy Compton and Carole McGuire) will be invited to attend and mingle with residents. The 2002 ENA Annual meeting took place on the one day we actually had a snow storm this last winter. The ENA board is holding this special meeting so that residents have another opportunity to interact with city officials. Please join us at 2 pm, Saturday, August 10 at the Elvehjem Park Shelter behind Elvehjem Elementary School.
Fun Day -
This July 4th Fun Day was the best attended and had the most events since I’ve lived in the Elvehjem Neighborhood! Why? VOLUTEERS! I sincerely thank the non-board Elvehjem residents who volunteered. You folks alleviated lots of stress from the board to make the event a success. You helped us dish out the food efficiently, set up and ran numerous games for all to enjoy, scheduled a karate demonstration and let us use the long anticipated (and mysterious) 50 foot long blow-up obstacle course (thank you Greg and Jennifer)! What did ENA learn? To get volunteers--have a volunteer coordinator. Mary Jo Baas made a couple calls a night for a couple of weeks and what a difference it made! Once again: THANK YOU MARY JO and VOLUNTEERS!
Since ENA does not try to make money off this event (it’s a public service brought to you by a strong membership base) I would like to thank some contributors.
Dairyland Family Restaurant (Cottage Grove Road) contributed money to ENA earlier this year. This contribution helped keep our costs down.
Also, neighborhood store Spot Liquor donated ice to the event. We thank Spot for helping us keep the cans of pop and the potato salad cold.

The Board is planning a great time for the annual Independence Day Celebration on Thursday, July 4th — but we NEED VOLUNTEERS to RUN GAMES, SELL TICKETS and SERVE FOOD. Please call Mary Jo B. if you can give your time and hands to help.
Here’s an overview of what to expect. Remember, the FOOD will be AVAILABLE RAIN OR SHINE—if the weather doesn’t cooperate, PLEASE COME AND PURCHASE A MEAL TO TAKE HOME!
The parade will begin on Academy (in front of Elvehjem School) at 11:15 AM sharp. Please start to assemble at 11:00. The route is Academy to Woodvale to Starker to Ellen to Painted Post to the park entrance. Anyone may join the parade and children are encouraged to decorate their trikes, bikes or scooters. There will be several judges on hand at the start of the parade to find the 3 best entrants for prizes, so have the kids get creative!
The Board asks that any adults watching the parade from the curb or sidewalks please monitor the traffic at the intersections and help hold back any vehicular traffic until there are no children in the intersection. We need you to help keep the children safe!
Once the parade reaches the park, games will be available for the children as in past years. We are using the redemption format again this year; kids can exchange tickets they have won for prizes. There will be an inflatable obstacle course this year-something new for the kids to try out. A karate demonstration is tentatively planned in the park immediately after the parade.
Food will be served about noon. There will be two choices: (1) BBQ pork sandwich with baked beans, corn, cookie and beverage for $5 and (2) all beef hot dog with chips, beverage and cookie for $2. To keep prices down, part of the cost of the food will be absorbed by the ENA. It’s a delicious meal, so come, bring the family and join your neighbors in celebrating the USA and summer !!!

The ENA was successful in its request to have the MSCR Art Cart visit the Elvehjem Neighborhood over the summer. Please mark June 25 and/or July 22, from 9:30 to 12 PM on your calendar so you don't miss this creative activity for your children. The Cart will set up at Elvehjem School, probably near the parking lot.
Art Cart, a traveling art program co-sponsored by the Madison Art Center, began in the 1970's and continues to provide a creative, outdoor art-making experience to children ages 5+ and families. Activities are varied, including both large group and individual projects with a variety of materials (dress to protect clothing from messy materials). The Madison Weed Warriors have successfully convinced me that our LVM sanctuary is seriously infested with the garlic mustard weed. I’ll be in touch with the parks department about what we can do. Perhaps a controlled burn is possible. All households living near the woods should be aware of this weed infestation. There’s no natural predator for it, yet.
I hope some of you attended the Mallards baseball exhibition game June 5. For those who went, did you know Fergie Jenkins (the hall-of-fame pitcher) didn’t accept any sort of payment for the autograph signing? He signed autographs for 4 hours, then went and bought his own hot dog! Unfortunately, I was not able to be at the game because of (guess!) the ENA board meeting.
The Mallards will generously honor neighborhood associations on June 19 and July 9. Go as a member of a neighborhood association those nights and get 2 admission tickets for the price of 1! Games start at 7:05 PM at Warner Park (same park used for Rhythm and Booms). It’s a joy to watch these college men play the game they love. Who knows—one might be a star someday. Some years ago, both Mark McGuire and Randy Johnson played in the summer college league up in Anchorage.

In response to last summer’s disruptions and vandalism, ENA is organizing a park watch for the LVM shelter and park this summer. We’re asking residents/neighbors to conduct the watch on Friday and Saturday nights from early June to the end of August. “Park Watchers” will need to patrol (walk, ride bikes, walk the dog) between the hours of 9 PM to 11 PM and make contact with anyone in the area, letting them know that the park watch is being conducted, the park closes at 10PM and the police will be notified if necessary.
Residents living near the park have asked ENA for help with the problems of noise, litter, and vandalism, so please help us take back our park. We want LVM shelter and park to be a safe and clean place, to be enjoyed by all.
We need your help!! Please contact Cynthia S. or any of the ENA board members (names and numbers are listed on the back of the Echo or on the contacts page of this website) to volunteer and schedule a time/date . On June 6, from 7:00-7:30 the Madison Police Department will provide an orientation at the LVM Park shelter; they will instruct on a safe and effective park watch.
Added bonus: park watch volunteer hours will count as “sweat equity” and a cash equivalent of $20/hour as part of the city of Madison’s Community Enhancement Program grant toward the purchase of another neighborhood sign. (see May meeting minutes).
Did you attend the July 4th fun day last year? If so, you may have noticed that the Board was a little short on helping hands. This year we’re sending out our pleas early for volunteers to make the day smoother. Did you know it takes 44 hands to run the games and prizes? Or that it takes 27 hands to run the food and soda line? Well, since there are only 18 hands on the Board, we end up a little short(handed)!

If there’s a specific job you can do, tell her, or we can put your name on a general list and give you a call a few days before the 4th to let you know how you can help. What are the jobs, you say? Those of you who know us are aware that Jody and I are big Madison Baseball fans. For the past four years, we have let a baseball player room in our house during the baseball season. Since the Madison Mallards organization wants to support the Madison community, it should be no surprise that I want to promote their community efforts.
First, the Madison Mallards are showing commitment to the community by providing complimentary admissions to the game on Wednesday, June 5, for those who bring a canned food donation. Then, on Wednesday, June 19th and Tuesday, July 9th, the Madison Mallards are extending a special invitation to Neighborhood Associations. On either of those dates, the neighborhood association that brings out the most people will win a Grand Prize for the neighborhood. Also, on those dates, the Madison Police and Fire Departments will have representatives to interact with Madison residents and Life Source Blood Services will be taking blood donations.

The Membership Drive will be held from May 20th to the end of July. On Saturday, May 11, The Madison Parks Division and the "Madison Area Weed Warriors" have invited volunteers to come to Elvehjem Park and help get rid of the #1 Public (Park) Enemy: GARLIC MUSTARD. Garlic Mustard is a fast-spreading invasive biennial weed prevalent in woodlands. In a matter of a few years, garlic mustard can displace native woodland plants such as wildflowers, ferns, shrubs and trees.
Because of this Madison Parks sponsored day, the ENA board came up with a time conserving idea. While volunteers are cutting down invasive weeds, why not pick up invasive litter? Grab the trash bags and help keep our neighborhood's natural refuge beautiful by picking up trash while cutting down weeds.

After over 3 years I am handing the Echo off to Steve D. ENA has done a lot with the Echo, and we have a solid ad base for this newsletter.
I ask you, our members, to please think of giving the gift of time to this association. We only need a few hours a year. At last year's July 4 event, we had a ratio of one board member per 60 hungry people in the food line. It would be much easier if a few members would step forward and help. We need volunteers to keep that event going well. These events make wonderful memories for you and your families, but we can't do it alone.

Hello! I went away to Phoenix and had to miss the annual meeting, so I got elected President. Actually, I told our out-going President that I was interested in the position—so, here I am!
First, I would like to remind everyone of the Easter Egg Hunt on Saturday, March 30. Meet at the Elvehjem Elementary School parking lot at 10:00 a.m. and kids can join the challenge! Don’t be late! Eggs disappeared quickly last year!
I am excited to be President of a veteran board in an association that is financially sound. I believe that this board will build on the activities it threw last year by improving those activities and finding new ones. One new activity that I hope comes to fruition is a summer LVM park watch. Loitering and vandalism were problems in LVM park last summer. This summer, let’s volunteer to help deter these problems.

The Glendale Neighborhood Association will host a candidates forum on Wednesday, March 20, 2002 at the Dane County Fen Oak Resource Center, Rooms A & B, 1 Fen Oak Court. Candidates for Dane County Supervisor, Dist. 16, Andrew Kraiss and Carole McGuire will be the forum participants from 7-8 p.m. School board candidates will also be present.

911 Communications Center Sit-along —Recently, I spent four hours doing a sit-along on a Friday evening shift at the 9ll Communications Center. As you may know, 911 emergency calls from across Dane County, including Madison, come into this consolidated center. Call communicators take the initial call, ask critical health and safety questions, and then send information electronically to the police/sheriff vehicle and/or fire station located nearest the incident. Currently, communicators are being trained in the new Priority Medical Dispatch system, which will further enhance their ability to respond to medical emergencies. Terrorist calls are also received at this center; communicators have been trained for several years to respond immediately, should it become necessary. I think we should all feel grateful for the integrity and competence of these communicators who, literally, help save lives every day.
Impact of State Budget Cut in Shared Revenue Many of you have read about the proposed cut in State shared revenue. This cut would impact County services by $5.5 million and the City by about $8.5 million. Since this has yet to pass the Senate and Assembly, the final impact is unknown. However, Dane County has a head start in dealing with these cuts since the 2002 budget called for a key group to determine areas to significantly reduce spending. I am attending these meetings and will keep you informed. Please don't hesitate to call me at 222-3279 with suggestions and recommendations.

—AnonymousThere are many issues facing the east side residents of Madison. One of great concern is the residential development just to the east of the Interstate, which could eventually number 10,000 living units of mixed usage. Because of the potential of many new children living in these units, an informational meeting was held at Elvehjem School on January 23, 2002, for the benefit of Kennedy and Elvehjem residents regarding this growth and its effect on the schools. Participants came from MMSD, the School Board, city/county government, and the City Planning Department. MMSD provided a handout showing calculations for attendance over the next few years which indicate that neither Kennedy nor Elvehjem is in danger of becoming overcrowded. If overcrowding does become a problem, there are policies in effect to handle it, such as sending the kids from newer areas to other schools which have space available.
In anticipation of the need for more schools, the Board has purchased 25 acres across the street from Door Creek Church . Because the land was less expensive at the time of purchase than waiting until it was needed, sufficient land was purchased to allow for an elementary school and a middle school. Depending on the speed of the development, a middle school could be needed before an elementary school. There is not a definite time period for building and a referendum would be required to build either school. If the land is never needed, it could be sold, presumably at a profit to the district.
Because 75% of Madison residents do not have school-age children, school enrollments are declining throughout the established Madison neighborhoods. MMSD WANTS more children and hopes that these new areas attract families. Questions were raised about determining the class size in the spring and then having to rearrange in the fall after the kids were used to the teachers, etc. Apparently, it has happened at Elvehjem 3 times to one class. There was discussion of summer registration, but MMSD said as good as that sounds, they don't have any way of knowing when people LEAVE the school district which would allow them to more accurately adjust their projections. In addition to the impact on our schools, there was much discussion on the impact of our roads. Sprecher Road will be made into four or more lanes and hopefully will divert onto 12/18 instead of Buckeye Road as originally planned. Once Milwaukee Street is extended and the intersection of Milwaukee Street and Sprecher are redone, other improvements to Sprecher will probably be made. It appears that the plan is for Sprecher to veer to the east just south of Door Creek Church, go around a drumlin and head south. The current plans show upgrades to Cottage Grove Road from Sprecher to North Thompson in the 2008 budget. Because of the growth, that seems quite a long time to wait for safety and growing congestion reasons, and our local elected representatives and neighborhood activists are working to speed up that timeline.

"The Stoughton Road Needs Analysis Project" will be described by Barbara Kipp, Project Manager from the State's DOT. Come and find out the status of the project and how it may affect your neighborhood. Ask questions and get involved. This month's meeting will be held at John Kennedy Elementary School on Meadowlark Dr.
At the joint LVM/Kennedy meeting (see page 1) we heard the enrollment projections and school capacities of both schools and how the MMSD makes those projections. I am concerned that we were told projections are for only 272 K-5 students at the buildout of the Sprecher development as it stands now. This is information that MMSD indicates they are getting from the developers. At the Plan Commission on the 28th of January, David Simon presented his new development "Grandview Commons". ( And what a wonderful development this is going to be! ) The projected Elementary school enrollment of that 270+ acre parcel is over 570 students. This is only a small piece of the Sprecher Neighborhood. Something doesn't add up here. I think that we should be watching and asking our school board members to keep up with what's going on here on the East side. According to the speakers, there is room to grow at Elvehjem, Kennedy, as well as Schenk, Glendale, and Allis. There is also a 25 acre parcel on the East side of Sprecher Road that is being planned for a new Elementary and possibly a middle school. When this will be built is a question. I would like to see us get ready for the development, rather than play "catch up" when it gets here.
Speaking of schools, MMSD is about ready to present to the Plan Commission for approval of the new stadium. Let's hope all the "kinks" are out, and it is ready to get started. I am not happy with the traffic study, but hopefully staff will have recommendations that will get the daily traffic problem that occurs at Sennett and LaFollette under control.
This brings me to the next subject. The Eastside Neighborhood Planning Council. Right now neighborhoods (including Elvehjem) from East Towne to Glendale are getting together to form a coalition of neighborhoods that will be very beneficial in working to make the East side of Madison as strong as it should be. All the changes that are coming to the East side over the next 5-10 years will need neighbors taking action and getting involved to put forth concerns and praise, make suggestions, and take charge of the area we love here on the East side, keeping it as close to what we now know as we can, (of course, adding the few amenities we are missing, like sufficient services, better streets, etc.). There are so many thing to watch out for, and joining forces with neighbors throughout the area will make it more coordinated. Please get involved, and support your ENA as well as the Planning Council. There are Planning Councils throughout the city who are making a difference, we need one on the Far East Side.

The Glendale Neighborhood Association will host a candidates forum on Wednesday, March 20, 2002 at the Den County Fen Oak Resource Center, Rooms A & B, 1 Fen Oak Court. Candidates for Dane County Supervisor, Dist. 16, Andrew Kraiss and Carole McGuire will be the forum participants from 7-8 p.m. School board candidates will also be present.
To date, four EcoTeams have formed in Elvehjem, two on the Acewood Pond and two near Elvehjem Elementary School. The date for the start of the next neighborhood EcoTeam is Feb. 25th. When was the last time you got a chance to dance, dance, dance? Everyone in the neighborhood is invited to put on your boogie shoes on Feb. 22 and head to LVM School. From toddlers to teens to retirees, we’re asking you to come join the fun, and take a chance at winning from a large number of prizes, courtesy of the Hess’s hard work all around! $2 per person, children 13 and under free. Please note: children ABSOLUTELY MUST BE accompanied by parents, not dropped off and left alone, NO EXCEPTIONS!
Neighbors sang while Santa visited children for the second ENA Holiday Sing-a-long at Messiah Lutheran Church. Pianist Jan M. and four song leaders—Brynn S., Michael D., Cletus H. and K. - lead neighbors in carols of good cheer. Santa gave children quality visits and cookies/punch were enjoyed.
Thank you to all who made this possible, including people who brought cookies and all who sang. Bringing families together to smile, sing and visit Santa makes a delightful event. One neighbor who attended said: “You folks should take this on the road.”
2002 is now upon us and the Board is busy planning events for the new year. First up is the Sweetheart Dance. The many door prizes contributed to this event, combined with dancing and good people, should provide a fun evening. Please see this Echo for further information.
I hope that we can get a substantial turnout for the annual meeting in March. Please be watching the Echo and the website for more information on date, time, and content. Come out and voice your support or suggestions for a better neighborhood!

This is our best tool to keep the neighborhood up-to-date on news between Echo publication dates. If you have a question and have access to the internet, try our web page first. You will find links to various offices and people in town/Elvehjem who may be able to answer your questions.

The East Madison/Monona Coalition of the Aging has moved to a new location at 4142 Monona Drive, next to Lake Edge Shopping Center.
Yes, it’s that time of year again. In March, the ENA will be needing more people to join the board as others step down from their terms. What has the board accomplished this year? As usual, they have provided fun events such as the Annual Fun Day on July 4, and for the second year in a row we’ve had a Holiday Sing-A-Long, which always is a big hit. There will be an old-fashioned dance in February. And what about those fantastic neighborhood signs? Cynthia S. and others took a longtime wish and made it reality. Through grants and sweat equity, the neighborhood worked together to get the funding to put those signs up. Michele M. built a fantastic neighborhood web site from scratch, and updates it frequently. The newsletter has sold out sponsorships for a second year in a row. And on and on.
None of this would be possible without a neighborhood board. If you don’t believe me, you haven’t met people in town who used to have a board and no longer do. Or others who are trying to rebuild a board from scratch after a lapse of several years.
Being on a board is fun, and requires a small amount of your time. Other neighborhoods look to ours as a model. A board provides a voice for a neighborhood. It keeps us close and connected, and this is becoming more important than ever before. The “far east side” is growing. Elvehjem has a reputation for excellence and activism. Let’s keep our neighborhood strong by working together.
